If companies find it difficult or very expensive to reduce their own emissions sufficiently to stay within their ’cap’ (the number of EU allowances they were given) they can use CDM or JI credits to partially ’offset’ their emissions. In Phase III of the EU ETS, however, the Commission plans to tighten up on the number of CDM/JI credits that are allowed and on the type of offset projects that are eligible.
